Saudi Arabia Undertook 10 Privatisation, PPP Projects In H1 2026

Saudi Arabia undertook 10 privatisation and public-private partnership (PPP) projects in the first half of 2026, according to the Finance Ministry’s pre-budget statement for 2027.

These include the Prince Naif bin Abdulaziz International Airport project in Qassim, structured as a PPP, and an investment project involving five sports clubs.

The ministry also signed two private-sector contracts for the SABIC Mental Health Hospital project in the healthcare sector and the Jubail Container Terminal project in the transport and logistics sector.

As a result, the total number of signed partnership contracts reached 83 with an estimated value-for-money of 28.3 billion Saudi riyals ($7.52 billion), along with 12 asset transfer contracts, the statement said.

The total value of investments in privatisation and PPP projects reached approximately SAR 180 billion by the end of 2025.

Meanwhile, private-sector capital investment exceeded SAR 56.2 billion. In addition, the National Privatisation Strategy (NPS) aims to attract SAR 240 billion in private-sector capital investment through privatisation transactions by 2030.

The NPS was approved in November 2025 to strengthen PPPs, maximize their economic, social, and financial impact, and enhance the quality of public services provided to citizens and residents.

The strategy has established five key programmes to enable and advance the privatisation ecosystem, supported by 42 implementation initiatives.
